"East Hampton's development timeout is an approach being mirrored in a number of Connecticut communities struggling to balance the needs of those who want to build and those who want to preserve open space. But it's also an approach that is coming under fire from development advocates....Home builders and developers say those communities are opening themselves to the kind of development sprawl they hope to avoid. And, critics argue, new subdivision rules threaten to stem growth by diminishing the volume and value of developable land, while raising prices of future homes."
