A recent study by Northern Illinois University recommends that 'counties and municipalities be given greater statutory power to coordinate land-use planning in shared transportation corridors.'
"Although relatively modest next to the various mandated ways that regional land-use control is achieved in other states, the DeKalb-based university's Center for Governmental Studies calls for counties to be given the statutory authority to create corridor-planning councils with greater oversight power than now exists....The aim of the NIU study, which focused on the policy issue of power sharing, was to develop a corridor-planning paradigm for Illinois that balances respect for local autonomy with the need to accommodate regional interests. Local officials, and planning and land-use experts worked for several months on the study, which will be forwarded to the Illinois Department of Transportation after public meetings to explain it."
