Smart growth's benefits are not enough to counter the market incentives to sprawl.

Although many small Maine towns like Buxton, some 10 miles east of Portland, have been long allowing such smart-growth higher-density solutions as "cluster" housing -- which saves community open space and developer construction dollars -- most area builders and buyers still favor the standard "cookie-cutter" subdivisions, where design presents few problems and everything is evenly spaced and usually looks alike.
