"In a blow to Keys property rights activists, a state appeals court Wednesday overturned a local judge's ruling that would have allowed thousands of property owners to build on lots created before the days of strict land-use requirements... State and county officials had estimated that up to 15,000 lots in the Keys could have been eligible for building permits -- or costly buyouts by the county -- under Monroe County Circuit Judge Richard Payne's ruling in 2000."
