"The incoming chairman of the Metro board of directors said yesterday that it makes little financial sense to build a $4 billion rail extension to Dulles International Airport and that bus rapid transit would be a better solution...His comments mark a reversal of Maryland's position on the region's biggest transit project. Maryland has consistently endorsed the Dulles plan. But Smith said the Republican administration that took office in January believes bus rapid transit is a cheaper and faster solution to the region's transit needs."
