It's never too cold or too snowy to consider a bike or a hike.That's the unspoken mantra of two local organizations that have joined forces to make the city more bicycle - and pedestrian-friendly. Despite the remnants of last weekend's snowstorm , the the Sierra Club and Bike Downtown/Groundwork Providence are forging ahead with plans to audit sections of the city to determine whether they are accommodating to cyclists and pedestrians.
