A proposed $1 billion, 10-year effort would turn Camden's (New Jersey) major corridors into retail, university, civic and greenspace centers.

"The plan calls for redeveloping the downtown's major east-west corridors - Cooper Street, Federal Street, Market Street and Martin Luther King Boulevard -- with distinct personalities. Cooper will become a university center. Market will be changed from a one-way to a two-way street and be the retail hub. Federal Street will aptly be the center of government."
