Officials from the City of Stockton criticized the Central Valley Regional Water Quality Control Board for pollution regulations that they say could prove costly for businesses. Central Valley Regional Water Quality Control Board officials say they do notunderstand the outcry and claim that the regulations are actually a cost-effective wayfor complying with the Clean Water Act.
