"...[Because] of their piecemeal and uneven application, the effectiveness of both state and local efforts has been limited... Why is all this happening? In large part, because the state imposes no plan on local jurisdictions to ensure that they meet the housing needs of a population that has grown from 4 million in Mandel's day to more than 5 million now... Instead, growth pressures have prompted some local governments to impose building moratoriums or to set such high standards for public facilities that development has been deflected to more rural counties or even to neighboring states."
