Apartments are going up in the rural desert in Arizona despite inadequate water supply and sewage disposal provisions.
"Even though that old zoning is incompatible with today's land use plans, acting County Planning Director Darren Gerard said it's there to stay unless property owners seek a change. The county, he said, never initiates zoning changes. As for the water and sewer issues, Tom Ewers, county building division manager, said the apartments or any other homes in unincorporated areas of the county 'have the right to use wells or share wells or haul water if they want.'"
