While planners in most urbanized areas have long used basic tools for managing growth, those tools are still not generally known or accepted in individual-rights oriented Eastern Montana. This excellent overview of Billings' first tentative steps toward planned growth will remind planners elsewhere of their early battles to introduce ideas of sensible growth.
