Schumer, D-N.Y., wants to see Manhattan's Battery Park City become a model for the development of Buffalo's Outer Harbor.The 92-acre planned community in southwestern Manhattan, with its mix of residential, commercial and recreational development, once bore a resemblance to Buffalo's underused waterfront, Schumer said. As it was transformed, so could Buffalo's waterfront, he suggested at a news conference at the Festival Grounds at the Pier. "
