The Northeast Tennessee scenic corridor is a case study in "stick-to-itiveness" for planners.
In 1995, the state legislature established the Northeast Tennessee Scenic Corridor along I-181 in Kingsport near the Virginia border. It is known locally as the "Gateway District". Early on, the district seemed doomed to failure and unacceptance by developers, elected leaders, and the general public. Nearly 10 years later, however, district proponents are being lauded for their visionary leadership -- so much so that the district is being proposed for expansion.
