Community groups are protesting higher densities called for in San Francisco's long-overdue Housing Element.

Is this smart growth, or a city about to be gridlocked? "San Francisco neighborhood groups are stepping up efforts to block a controversial citywide housing plan, saying they will appeal the Planning Department's decision to push ahead without an environmental review....The coalition's problem with the plan goes beyond the question of an environmental review. Meskunas said the plan, which advocates increased housing density along transit lines throughout the city and reducing parking 'devastating impact' on the character of the city's neighborhoods."
