"Transforming the design by Michael Arad and Peter Walker from a rough sketch...may require significant changes or at least ingenious solutions to...their seemingly simple composition of water-filled voids in a parklike plaza." Jeff Soule, policy director of the APA added, " 'The real thing that makes all the great memorials in the world work are the details...The design is just the start.' " Some of the issues that will need to be addressed include how to deal with freezing water, coins, pedestrian traffic, who will control the site, and how the maintenance and construction will be paid for. These "are perhaps the most fundamental open questions that need to be resolved before the project can progress much further."
