Calgary's ambitious 'Go Plan' aimed to change driver behaviour: "It envisioned business centres on the city's outer edges, so people wouldn't have to drive downtown. There was to be a reduction in downtown parking spaces and the strategic use of congestion so drivers would favour transit. There was to be a new fuel tax, growing from two cents a litre to 10, to provide revenue for the city and to push commuters to public transit." These strategies were to "eliminate the need for another river crossing in the south, drive up transit ridership and reduce infrastructure needs while maintaining mobility." But land use developments have not gone according to plan, and Calgarians are frustrated with increasing congestion.
