Funding for transportation projects in California has been in a downward cycle for years. Measures that were pushed through to prop up the old system are now being undone by Governer Schwarzenegger, who is "scaling back transportation spending dramatically and shifting funds back to the state general fund in order to balance the budget." For nearly 30 years, California has seemed "paralyzed, unable to rethink how it should pay for things as basic as highways and commuter rail lines." "Perhaps the current budget crisis will create the opportunity for Schwarzenegger and his aides to rethink how transportation should be funded - and then use the governor's considerable skill to sell that solution to the public."
