Mayor Oscar Goodman's "desire to assure the rising cost of real estate doesn't deprive Las Vegas neighborhoods of diversity has led him of late to speak out in favor of so-called inclusionary zoning, a policy he believes would spawn neighborhoods where blue and white collar workers and their children mingle. He highlighted the idea in his State of the City address and held forth on it at a recent gathering of the U.S. Conference of Mayors and again last week before local developers...
