The idea of using private-public partnerships in the public transit sector has "left businesspeople smiling, labour unions spitting mad and Quebec's cash-strapped public-transit authorities indifferent." Quebec has slashed funding for transit in the past decade, resulting in service cuts, fare hikes, and a strain on cities, which have to make up the difference. Claude Dauphin, chairperson of the Montreal Transit Corporation says that "Quebec has to recognize that public transit is an essential public service."
