The University of California, Irvine started developing the center several year ago, but it languished until the Irvine Co. stepped in. Unlike similar ventures in Austin, Texas, and Madison, Wis., Orange County's planned research park has limited support from business or local government. Some wonder if UC Irvine has the intellectual capital for become a technology center; others question whether Orange County is too suburbish to attract major tech companies. How does Orange County compare to other technology centers, such as San Diego?
