Are suburban business parks to blame for growing congestion in the region?
According to the National Association of Industrial and Office Properties, there is not "one particular form of development to blame for the [Vancouver] region's current planning and transportation woes." The relationship between development patterns and municipal planning and policy decisions is multi-faceted, and a "simplistic analysis of one particular type of development" cannot possibly address the real issues. The bottom line is that "as individual citizens, we must all take responsibility for bearing the real costs of owning and operating a car."
