Suicide bombings are a frequent, traumatic part of urban life in Jerusalem. Authorities there have evolved a model rapid response system, involving numerous public and private organizations. Bruce Hoffman of the RAND Corporation describes the process for quickly normalizing the scene, from repairing windows and removing debris to assembling body parts and powerwashing blood from sidewalks.
