One of New York State's most popular economic-development program doesn't meet expectations.

"The 50,000 jobs are a tiny fraction of the state's total 8.5 million jobs. Legislators raised questions about the Empire Zones program at a hearing this week on the economic-development part of Gov. George Pataki's proposed state budget. Some questioned whether the benefits have been worth the cost, which the state has never put a number to."
