"The ultimate shape of the reauthorization bill as indeed the outcome of the entire reauthorization process is still hazy. Looming over the Senate bill is the threat of a Presidential veto. Many of the unresolved policy and funding issues in the Senate bill were shunted aside during the floor debate with a promise that they would be taken up when the bill goes to a House-Senate conference."
