A new report by the Reason Public Policy Institute identifies the best places for the first truck-only toll lanes.
Robert Poole's reviously offered a plan to improve highway safety, reduce shipping costs, and help pay for much-needed additional highway lanes through the use of toll truckways. The plan was welcomed by safety and trucking groups, such as the National Safety Council and the American Trucking Associations. Poole's new report, Corridors for Toll Truckways: Suggested Locations for Pilot Projects, identifies the best places for the first truck-only toll lanes and offers specific suggestions for what is needed in the pilot program: "America is facing a major shortfall in highway capacity to handle the projected growth in freight traffic,90 percent of which is hauled by trucks. America has also been unable to realize the shipping costsavings which would be possible via nationwide use of double-and triple-trailer rigs (known as LongerCombination Vehicles or LCVs). At the same time, there is widespread concern about the dangers of bigtrucks and the 5,000 annual deaths in which they are involved. And there is growing congestion on many keyInterstate routes. All four problems could be addressed by a federal policy change to permit toll truckways to be added to Interstates." [Editor's note: The link below is to a PDF document.]
