In the words of the planning director, "Vehicular traffic not only makes a street feel more public but more vibrant." Meanwhile, leaders of Port Authority, the entity that owns the Trade Center site, are not convinced that cars enhance public spaces. Current redevelopment plans have included significant pedestrian-only areas. The original World Trade Center superblock was formed by the closure of five city streets.
