Jeb Bush and the Cabinet voted to let the Department of Community Affairs develop new rules that allow changes in the comprehensive plans for Monroe County and several cities in the Keys. The new rules will take into account that state and local governments agreed to spend $410 million to offset the impact of additional development in the Keys...The money would be use to purchase land for environmental protection, build water and sewer systems and subsidize construction of affordable housing, said Colleen Castille, secretary of the Department of Environmental Regulation, who until last month was secretary of DCA."
