Norco Planning Commission recommends subdivision of the 978-acre site in Norco Hills into 588 residential lots.

The 978-acre development comes under a regulation that preserves animal-keeping space. The number of animals allowed on the proposed subdivision lots are determined by the size of a the pad area within the lot. The pad includes the house and animal-keeping space. The plan goes to the City Council in August, 2000. Of the 978 acres, 410 would become permanent open space.
