The Southern California Association of Governments (SCAG) will table it's latest plan to guide the region's growth in April 2004. Land use planning is local, and transportation investments tend to be distributed regionally, so bringing local and regional jurisdictions together in an area the size of Southern California is particularly challenging. The Compass plan calls for "intensive infill and new urban growth in satellite cities, connected to LA via transit."
