A report cites Louisiana's pervasive water problems as part of an effort to protest a decision by the Bush administration to cut EPA's enforcement division.

"Nationwide, 60 percent of permitted facilities violated their permits, the report said.

'This report shows that the nation is far from where we had set out to be when the Clean Water Act was originally drafted,' said Aaron Viles, director of PIRG's Louisiana office. Originally passed in 1972, the goal of the act was to make all U.S. waterways safe for fishing, swimming and other uses by 1983."
