The city promotes home ownership through design education and assistance.
Norfolk, Virginia is faced with an aging housing stock and a challenge to keep exisitng and potential homeowners from moving to suburbs or other cities. As part of a new initiative, the city has created a detailed pattern book of the city's architectural styles much like the guides that are being published for new communities around the nation. The pattern book is intended to help people understand the history and significance of the architecture of city homes, and present them with guidance for renovating and expanding them. The city has also opened a design center where potential homeowners can get design assistance, meet with an architect, or get financing referrels.
