"Armed in early 2000 with a list of 75 properties that city housing inspectors described as having the worst conditions, Mayor Williams pledged an aggressive crackdown on landlords with substantial and persistent housing code violations. In their lawsuit, some former and current residents of the Columbia Heights area properties allege that the mayor and the D.C. Department of Consumer and Regulatory Affairs used the list and enforced the housing code in a way that discriminated against Latinos clustered in the Columbia Heights, Adams Morgan and Mount Pleasant neighborhoods."
