During the 1990s, rapid population growth across the state of Colorado led to knee-jerk growth controls and construction moratoria. Now that some communities are seeing their tax bases decrease, residents and officials are changing their tune. But in anticipation of future population increases, smart growth advocates are trying to ensure that growth management policies are put in place, rather than unchecked development activities.
