Homeless people in San Francisco applying to welfare or renewing welfare will see their checks cut down from $410 to as little as $59 and will in return be offered a place to live. "The city hopes to have 939 new permanent rooms available by the end of the year as well as 60 new slots in residential and nonresidential drug-treatment programs. The program has many opponents. "Donna Gates, who lives in a shelter, dressed in a monkey suit to demonstrate that 'homeless people are being used like lab animals in experiments. Care Not Cash is the experiment."
