"Norquist is credited with pushing for revitalization of Milwaukee's urban center. Recognizing that high-speed thoroughfares only deteriorate property values and lead to the decline of urban centers, Norquist helped push to remove part of an elevated freeway in Milwaukee. It led to a resurgence of development.
Norquist urges developers and city planners to shy away from urban sprawl and use mixed development in city centers, incorporating retail, restaurants and residential homes."
