Billions of pounds of key transport improvements are being held up by a financial crisis at the UK Department for Transport. "The government's problems started with its 10-Year Transport Plan in 2000 which appeared to promise a host of investments but had not worked out the cost of them all." "Even when projects are officially delayed by cost increases, planning problems or consultations, these are often disguising critical funding problems," claim senior industry figures.
