Despite two decades of planning, Boston's Rose Kennedy Greenway lacks a cohesive vision as political wars have left basic questions unanswered, neighborhoods squabbling, and the entire project in chaos. Disputes between the Massachusetts Legislature, the city of Boston, and the Turnpike Authority have failed to settle the question of ownership and maintenance, while individual neighborhoods threaten to fracture the design. With the elevated highway coming down this summer, many issues remain unresolved.
