New California Bill Advocates 'Smart Zoning'

Rather than define what can and cannot be built in a zone, the APA-endorsed bill will set more general limits, allowing for mix-use neighborhoods.

In a move to help California cities more easily recreate the urbanism of the state's older neighborhoods, the state Senate passed a bill institutionalizing 'form-based zoning.' This type of zoning creates rules based on how an area should look rather than on a strict set of heights, styles, and appearances. The California chapter of the American Planning Association claims the new regulation allows for "more flexibility."
