In an effort to enhance the city's skyline, a court decision leads to a battle over preservation.

As citizens clamor for a City Beautiful in the former colonial jewel, the Bombay High Court's ruling faces both legal and economic opposition. While billboard owners appeal to the Indian Supreme Court, many landlords are claiming that without the advertising revenue, many buildings would decay for lack of maintenance.
