Developer J. Allen Radford was given 6 additional months to complete his proposal for a 2-million-square-foot retail complex in North Hollywood. The CRA Board requires proof of financing for the environmental impact report, as well as for the $400 million project. Many residents question the viability of the project. Others are disappointed by the slow pace of this redevelopment near the Red Line subway station.
