The Campaign to Protect Rural England claims that a majority of local councils have failed to meet minimum compliance, thus promoting unchecked growth.
Approved in 2000, a new policy on housing in England demanded local councils provide for a minimum density of 30 units per hectare while also redeveloping a minimum of 60% from brownfield locations. While according to figures from the Deputy Prime Minister, England met these goals, the CPRE claims a few high-performing councils balanced out the majority.
