"The Bush administration has agreed to pay New York $2 billion in extra transportation money in exchange for unused tax credits that were part of a $20 billion Sept. 11 aid package. The plan must now go to Congress for approval.

The cash-for-credit swap has been discussed for months among the White House, state and city officials, and members of Congress."
