In its recent proposal for FY 2005 Appropriations, the House Panel recommended devastating changes to policy for multiple areas. Most notable, however, is the proposed $900 Million for Amtrak funding, a level that Amtrak President David Gunn has repeatedly denounced as inadequate. The level proposed would force Amtrak to shut-down in 2005. For the third time in three years (coincidentally every year of the Bush administration) Gunn has reiterated the threat low funding poses to the future of passenger rail.
