A Fast Track To Sprawl

While the Highlands bill wasmoving through an arduous procedure of public hearings and legislativeamendments over several months, the so-called fast-track bill wasdesigned behind closed doors and was introduced and steamrolledthrough the Legislature in a record three days under both the publicand media radars. The governor used the Highlands bill as green coverto push the fast-track bill through, which puts a developmentalbull's-eye on parts of the Highlands and the rest of New Jersey.
