"New study shows that Santa Ana, in economically booming Orange County, scores worst for individuals living in poverty. Strongly impacted by both immigration and a booming economy and real estate market, Santa Ana is the most intense example of the working poverty phenomenon. Despite an abundance of jobs, families find that high rents require the subleasing of bedrooms and working two--or even three--jobs to get by.

The study, by the Rockefeller Institute of Government, suggests that jobs are not enough to reduce poverty where housing costs are high."
