With a historic vote to shrink the area enclosed by the county's urban limit line by 22 square miles, California's Contra Costa County hopes to rein in urban sprawl. But it may take years of political decisions and ballot measures to reshape growth. "Yesterday's decision was a definingmoment in where we will grow, but now we will have to decide how we will grow," said Supervisor Mark DeSaulnier of Concord. County supervisors are interested in seeingmore compact housing near job centers, freeways and BART stations.
