Are conservation easements really a practical way to preserve open space?

In fast-growing areas of the United States, some point fingers at conservation easements as contributing to a housing shortage by taking developable land off the market. And the IRS is examining closely the tax benefits taken by owners of land under easement, questioning the value of some donations. The argument against easements? They make real estate more difficult to sell and limit a city’s growth potential.
