"President Bush's pick as the U.S. Department of Energy chief of power efficiency, David Garman, strongly defended Bush's recor on tackling climate change at the Society of Environmental Journalists' annual conference on Friday in Pittsburgh...

Garman's defense of the Bush administration was largely focused on condemning the Kyoto protocol, the global treaty intended to reduce emissions of greenhouse gasses. In fact, Garman blamed the previous administration of Bill Clinton for entering into a faulty treaty that faced dim prospects of being ratified by the Senate."
