Mockery of Urban Growth Plans?

Alameda voters will have to choose between two growth measures -- the Sierra Club's vs. Tri-Valley business'.

In a twist of irony, Alameda County voters will have to pick between two measures in November that restrict urban growth in the eastern part of the county. The business-backed proposal -- dubbed Vision 2010 -- affirms the existing county development plan that would allow development of thousands of homes in north Livermore. The Sierra Club's proposal would restrict growth in a broader area, including north Livermore and the Hayward and Castro Valley canyon lands, and impose tougher restrictions on development. Opponents of the business proposal say that it is intended to confuse the issue, not to limit growth.
