"The problem [in the Baltimore region] is often described by the inability of public servants -- teachers, firefighters and police officers -- to buy homes in the areas where they work...Wages simply haven't kept pace with the rapid rise in housing prices...Our dilemma stems from a real failure: not providing good, affordable housing choices in areas of Maryland where employment growth is occurring and where residential development ought to go...Part of the solution is 'inclusionary' zoning [, which] promotes the production of affordable housing by requiring residential developers to set aside a specified percentage of homes and price them at a level affordable to low- and moderate-income households."
